"No word", says Professor H.A. Smith "has an absolute meaning, for no words can be defined in vacuo, or without reference to some context". It is universal truth that each and every word neither feasible nor justified and possible to define absolutely and completely in any statute. Perhaps this is the reason some words or expression defined in inclusive manner or leave undefined in a particular statute or provision.
